Allow TO's to adjust point systems set in place on league pages

Gives the TO's control over how events are scored on their league page and they can adjust accordingly. Right now they have to go through support (which is fine), but it would be better to let the TO's do it themselves without having to go through someone else.

Kelly Goodchild: To add a little bit to this, It would be nice to have a way to set how many tournaments a player can score on. Like how the Smash World Tour only takes into account your best X placements per tier of tournament.

In my current circuit/league, there will be 6 events and I want the players to be scored based on their best 4 results, so they can miss up to 2 events and still be able to score as much. But also not dequalify players that attend 1 or 2 events, because they might place high in less than 4 and still have enough points to qualify.
