Allow TOs to limit discount codes to specific events

Make it possible to limit discount codes so that only players who are entering specific events can use them. This could be helpful for tournaments where the TO wants to provide a discount code to encourage users to enter an event that doesn't have many entrants.

For example: The venue fee at Ultra Fighting Game Tournament X is $40, but if you register for specifically Mortal Kombat 11, you get a $15 discount. But only if you register for Mortal Kombat 11, not if you register for Tekken 7.
