More important than ever with recent developments in the FCG; we need to protect the people in our communities from abusers, groomers, and the like. Also, banning an account should ban any other account whose IP address matches it, so that banned players can't just make alternate accounts and hop right back on.

We will likely solve this issue following the release of org profiles. Loose idea is that an org would be able to define a blacklist for particular users for events that their org has appropriate permissions for.
And eventually, when there are user profiles, a user would define their own list similarly and be able to apply it to events that they have appropriate permissions for.
